GitHub says OpenAI’s GPT-6.1 Terra is now generally available inside GitHub Copilot. This article covers the Copilot rollout—not a retelling of Terra’s ChatGPT Work/Codex/API launch.

What the Changelog says

On October 26, 2026, the GitHub Changelog wrote that GPT-6.1 Terra is generally available in GitHub Copilot. GitHub frames it for everyday agentic coding and terminal work at a lower cost than GPT-6.1 Sol. Early testing, per the post, solved noticeably more terminal and C# coding tasks than GPT-5.6 Terra—those comparisons are GitHub’s wording, for reference only.

Billing is provider list pricing under usage-based billing. GitHub points readers to Copilot’s Models and pricing docs; this article does not paste ChatGPT API dollar rates as Copilot prices.

Who gets it, and where

Terra is available to Copilot Pro, Pro+, Max, Business, and Enterprise users. The model picker can show it in Visual Studio Code, Visual Studio, Copilot CLI, GitHub Copilot cloud agent, the Copilot app, github.com, GitHub Mobile on iOS and Android, JetBrains IDEs, Xcode, and Eclipse. GitHub says the rollout will be gradual—absence in a picker does not mean the announcement was withdrawn.

For Business and Enterprise, administrators manage access through the model policy in Copilot settings. Under default model enablement, new models are automatically enabled unless an admin turned off the global default or explicitly disables this model. @code amplified the Changelog the same day.
