GitHub Copilot sells personal and organization seats in US dollars on the official plans page—Free, Student, Pro, Pro+, and Max for individuals; Business, Enterprise, and Copilot access for orgs and enterprises. List prices below exclude applicable tax and follow the live plans cards and GitHub Docs as of 2026-11-06 (Asia/Shanghai). Per-model token and credit rates stay on GitHub Copilot AI Credits Explained: Cost per Model and the official Models and pricing reference; coverage stays on subscription seats, included AI Credits, what completions cost (or do not), monthly reset and overage paths, and org seat math.

\* Free and Student include an AI Credits allowance; the individual plans table on Docs does not publish a fixed Free or Student credit count, so no invented Free or Student credit count appears below. Marketing cards may show paid totals as dollar equivalents ($15 / $70 / $200 per month = credits × $0.01); the primary definition remains credit counts + subscription price.

1 AI credit = $0.01 USD. Base credits are spent first; Flex applies automatically afterward at the same rates across IDE, GitHub.com, and Copilot CLI. Base matches the subscription price and does not change; Flex is a variable top-up that can move as model economics change.

Free ($0). Limited chat and agent usage, 2,000 inline completions per month, and auto model selection only—no manual model picker. No flex overage purchase on Free. A path into Pro sits in Copilot settings or on the marketing plans page.

Student (free for verified students). Unlimited code completions, an AI Credits allowance, and auto model selection only. Third-party agents are excluded on Student per the plans overview. Eligibility follows GitHub’s student verification flow.

Pro ($10 / month). 1,500 total monthly AI credits (1,000 base + 500 flex). Unlimited completions and next edit suggestions that do not consume credits. Access to a selection of models with manual choice (unlike Free / Student). Some verified teachers and maintainers of popular open-source projects may qualify for free Pro access—eligibility and applications follow the official qualification pages; free Pro is not guaranteed for every teacher or maintainer.

Pro+ ($39 / month). 7,000 total monthly AI credits (3,900 base + 3,100 flex)—about 4×+ included usage versus Pro on the marketing cards, with a $70 monthly credit-equivalent callout. Broader / priority access to premium models (including Opus-class options on the live plans table). Third-party coding agents in Copilot in the cloud (public preview) start at Pro+ on the comparison grid. Audit logs appear on Pro+ in the personal feature table.

Max ($100 / month). 20,000 total monthly AI credits (10,000 base + 10,000 flex)—$200 monthly credit-equivalent on the marketing cards. Highest individual allowance, with priority access to premium models. Everything in Pro+ for individual agents and surfaces, aimed at sustained high-volume agent workflows.

Copilot surfaces listed on the plans page include GitHub.com and GitHub Mobile, VS Code, Visual Studio, JetBrains IDEs, Xcode, Neovim, Eclipse, Raycast, SQL Server Management Studio, Zed, plus Copilot CLI and the Copilot app. Feature availability still depends on plan, admin policy, and client version—Docs recommend updating IDE / plugin builds so usage meters and pricing labels stay accurate.

What consumes AI Credits—and what does not

Billed in AI Credits (examples from Docs): Copilot Chat, Copilot CLI, Copilot cloud agent, Copilot Spaces, Spark, and third-party coding agents.

Not billed in AI Credits: inline code completions and next edit suggestions. On paid individual plans those remain unlimited. On organization plans they stay available even when a user budget is $0 or a spending limit is hit.

How many credits a session burns depends on model choice, conversation length, and agent complexity. A short chat on a lightweight model can cost a fraction of a credit; a long cloud-agent run on a frontier model across many files costs more. There is no published “one chat = N credits” number.

Reset, overage, and upgrades

Included AI Credits do not roll over. Unused credits are forfeited. The allowance resets to the full monthly amount at 00:00:00 UTC on the first day of each calendar month—a fixed calendar reset independent of the subscription billing date.

When included credits are exhausted on an individual plan:

  1. Upgrade to the next tier. The charge is only the price difference for the remainder of the period, not a second full subscription. Usage already spent in the cycle counts against the new plan’s larger allowance, so the extra credits are available immediately.
  2. Stay on the current plan and set a dollar budget for additional usage (1 credit = $0.01, so a $10 budget ≈ 1,000 credits). Additional usage may be capped; unpaid overage can block further paid usage until settled.
  3. Wait for the next calendar-month reset.

Usage and reset date appear in Copilot settings, with alerts at 75% / 90% / 100% of a configured budget.

If an individual on Pro / Pro+ / Max is later assigned a Business, Enterprise, or Copilot access seat, the personal subscription is automatically canceled with a prorated refund for the unused portion of the current billing cycle. Ongoing use then follows the organization’s policies.

Organization and enterprise seats

PlanSeat priceAI Credits
Business$19 / granted seat / month1,900 / user / month, pooled
Enterprise$39 / granted seat / month (requires GitHub Enterprise Cloud)3,900 / user / month, pooled
Copilot access$0 seat for GHEC-licensed users; Standalone $10 / user / monthNo included allowance; metered from first use

Credits on Business and Enterprise are pooled at the billing entity. Example: 100 Business seats share 190,000 credits per month—not 100 separate buckets. Adding seats mid-cycle immediately enlarges the pool; removing seats does not shrink it until the next billing cycle.

An enterprise picks one billing model. Copilot access cannot coexist with included-credit Business or Enterprise seats in the same enterprise. Copilot access matches Enterprise-class feature and model eligibility, but usage is metered with no included pool—either at $0 seat cost for GitHub Enterprise Cloud license holders, or $10 / user / month as Copilot Standalone without a GHEC license.

By default, orgs can allow paid usage beyond the pool; admins can turn off paid AI-credits usage, set Budgets, or use user-level $0 budgets to hard-stop credit-consuming features. Completions still work under those hard stops. When an org pool is exhausted and paid overage is disabled, credit-consuming features pause until the next cycle or until an admin raises budget—Docs show a banner path for members to request more budget from administrators.

Enterprise includes Business-class central management plus a larger pooled allowance and priority access to new models and features. Business is the usual starting seat for orgs that want policy control without Enterprise Cloud; Enterprise requires GitHub Enterprise Cloud and is the higher included-credit seat.

GitHub Enterprise Server: Copilot is not currently available.

Plan differences and limited-time discounts (summary)

Relative to Pro, Pro+ and Max mainly add more credits and broader / priority premium models (Opus and related rows on the live plans table). Third-party coding agents (public preview) appear from Pro+ upward on the personal comparison. Full model matrices change often—follow the official plans comparison and Docs models tables rather than a frozen screenshot.

Copilot Fusion: on paid plans, Fusion carries a 30% off model-cost discount through 2026-11-30. Paid plans also get 10% off model costs when Chat or cloud agent uses auto model selection. Details sit in GitHub Copilot Fusion; neither discount is a permanent list price.

Billing history (one line): from 2026-06-01, individual and organization Copilot usage moved to AI Credits. Older “premium requests” language is not the current primary meter—see the credits guide for the mechanism.

Credits wall vs subscription seats—and other editors

Prices, currencies, and taxes vary by region. Japan-facing checkout may show different local figures—confirm on the official plans page rather than converting USD mechanically. When a cell disagrees with any static copy, GitHub’s live plans page and Docs govern.
